Discuss “Tuition 11th highest”

Tuition is on the rise, according to a new College Board list citing Carnegie Mellon as having the 11th highest tuition in the U.S.

From what I understand, President-elect Obama's plan to provide a $4,000 to college students who commit to serving their community only applies to students at public schools. From http://www.barackobama.com/issues/education:
Obama and Biden will create a new American Opportunity Tax Credit worth $4,000 in exchange for community service. It will cover two-thirds the cost of tuition at the average public college or university and make community college tuition completely free for most students.

See? No mention of private institutions. I could be wrong, but either way, the matter deserves further study.
